nVidia control panel scaling fullscreen scaling on monitor, with ignoring of scaling by programs.
75hz works only on FullHD and 1156x774 (which is custom resolution, made in nVidia panel, available in game). Somehow, in resolution options in nVidia panel there are all these resolutions available with 75hz, but most of them also have possibility to work at 59, 60hz, and somehow, a lot of games dont have this problem, but almost all games on quake engine plays at 60hz instead of 75.
Is there any possibility or program to force refresh rate to 75hz?

DVI DUAL LINK is needed to go beyond 60 Hz that the standard HDMI gives or HDMI 2.0
r_displayrefresh 0 since its an display and not an CRT.
Assuming you have the DVI DUAL LINK or HDMI 2.0 :
You need to set r_mode -2 and if you see again 60hz when quakelive is active. then hit alt+enter and navigate in windows to display options and select 75 hz from the panel that reflects the resolution that you screen can handle. (1920x1080 @75hz) Do not give in to above the resolution inside quakelive or your screen cant match it, and it defaults back to 60hz.
Your monitor supports 1920x1080 @ 75 hz natively. r_mode -2 and having selected 75 hz inside windows should have quakelive run it like that.
