Report a translation problem
Open up Settings > Video and change the following options, then see if the problem is fixed:
Enable Vertex Lighting = On
Enable Full Bright = Off
Enable Lightmaps = Off
Dynamic Light = Off
Post Processing = On
Color Correction = On
Bloom = Off
If that fixes your problem, then you can try toggling each one until you find the culprit.
You could follow the above post, or disable steam cloud, and then delete the .cfg files in the steamID numbered subfolder of the installation under your steam folder to reset everything to defaults.
