I'm confused by why they wouldn't just release them for a small fee. iOS apps in the $0.99 - $5 range get released all the time. Is it that there is so much work still to be done to get gibs ready that it isn't worth the time and effort to do it since the return won't be enough?

This is a very very old thread that had been forgotten by me, and the original gibs set was released for Quake Live quite shortly afterwards by Sponge as stated: https://steamcommunity.com/sharedfiles/filedetails/?id=691078677
It's enabled on most servers now, you just have to subscribe to it to activate.
