It's been a very long time since anyone said this happened to them :

Try just quitting steam entirely, start steam try again.

Try verifying the game files with steam ( right click the game in the steam library - proprties - local files - verify integrity of game files.)

it dind work am on win 7 and it ses 1069 win-x86

It not being able to find the default config files is certainly showing a problem, try backing up any config files you wish to save, then deleting the game manually then, and reinstalling

First of all, go to Services[www.thewindowsclub.com] and make sure that "Steam Client Service" is running. If it's not running, please close Steam, set it to "Automatic", start it and then start Steam and try again.

If it's not working, hover your mouse on "Library" and switch to "Tools". Install SteamWorks SDK Redist. Once done, open its install directory and copy all the dll files to your Quake Live install directory. Try again.

If nothing works or if you can't start/find the Steam Client Service, proceed as follows:
  • Backup the following directories in your Steam install location: steamapps, userdata.
  • Uninstall Steam.
  • Reinstall Steam.
  • Open Steam and let it update.
  • Once Steam asks you to login, close Steam.
  • Copy back steamapps and userdata directories.
  • Open Steam and login.
  • Launch Quake Live and check whether it works now.

If all of that doesn't work, the problem might be caused by a malware or your Antivirus interfering with the Steam API.
