Fuel/Wood is a resource that's extremely easy to come by; electric parts aren't. I would only upgrade it way towards the end if your end game turns out in winter.
That being said, yes. The more fuel inside the better.
Agreed. I don't even live in a temperate country so i'd have no idea how a fuel-based heater works anyway. 'Adding more fuel = higher temperature' isn't the most obvious thing out there.
