The Hospital.

So I went into the hospital, got healed by a nurse, and started scavenging.
Now, I am aware when you loot something with a hand and a diamond symbol, it's stealing.
(I wasn't stealing at the time.)
However, when walking back through the hospital, a random guard said "Hey, stop that!", and then proceeded to kill me instantly.
Is that a bug?

when he said "stop that" what did you do besides walk back?

I've seen this happen, and not at a specific door way to a restricted area or anything like that. I've also had NPCs yell "Hey that's mine!" and attack me completely randomly while walking through an area in games where I've literally never stolen and at a time when I was nowhere near a loot pile. In fact I've had them do it on returning to an area without even looting anything.

I did nothing, I was just walking back to the exit.

It's a common bug apparently, I've had it happen too and it is very stupid.

Yup, and they also do that if you run.

In the hospital, if anyone sees you even trying to open one of the containers they will flag as hostile/afraid; my advice is to only go to the piles that have hands on them - don't open any doors, and don't try to open any containers.
