Bug? I couldn't shoot my shotgun!

Well I got into the Warehouse with Arica, she had a military vest, a helmet, a assualt rifle, a shotgun, a crowbar, 4 lockpicks, 10 bullets.

One day ago I lalready killed one of two thugs at the basement, with a shovel(stealth kill).

And I just came to here to kill the another one.

At the time you can see in the screenshot, the thug walked to left and went behind 2 doors and stood just behind the second door. I followed him, opened first door, and opened second door.

And I'm sure that I already select Shotgun + Crowbar mode.

Then the thug was about to open the second door, too! (or he just turned back, or heard the door opening noise?? i don't know).

I was embarrassed, but clicked white knife icon on his head. Then he pushed me back. It was OK, because I had my shotgun and he must be blown by one or two bullets.

When he pushed me back, I noticed the white knife icon turned into the white aim icon. I clicked the icon, but NOTHING HAPPENED!

The thug shot me (it was assault rifle, 3 bullets in a row! ugh!). Then the white aim icon turned into an orange aim icon.

I just clicked and clicked again very quickly but nothing happened again. I even heard that 'click' sound when you can hear clicking an icon several times. Arica was just standing.
She died when the thug fired again...



More information:
I usually zoom-out as far as I can. And the scene was near a door. There must have been several icons like aim, door open/close, cover, or some more. I suspect that icon z-order was compromised so when I clicked the aim icon,

Just to be sure, I know how to shoot my shotgun.
I had killed 3 thug at the church.

Edit: I just have found that she had shot 1 bullet. When I looked into her body, 1 bullets was missing. And the thug's health was about half.
However, it is normal that a shotgun can shoot one bullet when an assault rifle fires two times?

i have a shotgun bug to add to this, equiping a shotgun sometimes results in having your fists as the only weapon available. I was able to get a "shotgun+shovel" button to press, but only alongside "shovel". Never shotgun solo, and the shotgun+shovel button disappeared right before i needed to use it.

This killed my guy. I went into the brothel with a shotgun, a shovel, and 10 rounds of shotgun ammo. I shoveled thse first guy in a backstab. I tried to shoot the 2nd guy, then my button disapeared. My guy pulled out a shovel and charged like a psycho from borderlands. He was guned down seconds later, also just like borderlands.

I thought survivors were soposto stick to useing a gun if they have ammo?
