Hey, I know I'm a tad late, but everyone is right on here, you can't talk to them while they're sad (most of the times they get sad if they're needs are not met- coffee and cigs)
My best advice for the old people is: there the last resort to get free stuff with consequences. When you do go take some time off that way your people can recoperate from the Depression.
Or just have people who don't care as much when you do sociopathic things, like Emilia or Bruno. Also keep in mind that some characters are better at cheering up other characters, and it's largely what you would expect (Bruno is not very good at cheering people up, while Zlata is great at it), and it is likely to take half the day.
That's also true, the best characters for a killing team are: Arica, Bruno and the Ex-Soldier, they have that "we gotta do what we gotta do to survive this war" mentality
The thing with Zlata, she gets depressed way too fast with those kind of things, thats why If you have her on the team, make sure you help out people who come asking for help cause that will boost her right back up
