Report a translation problem
As near as I can tell, the trigger is civilians from the other end of the map wandering into the abandoned area while you're in there. They treat the abandoned vestry the same as the personal quarters (the off-limits area), triggering mass hysteria if they discover you interacting with anything. They can also trigger off of doors you leave open as they see this as signs of intrusion. This is made worse because if you trigger hysteria, the scavenger with the pistol will respond to the broadcasts for help and start gunning you down. (in one instance they even called out to the scavenger by name and he replied with "On it!")
Chopping wood and digging are particularly bad due to the amount of noise those actions generate. The civilians will also bypass the ground level door if you leave it barred: they'll make a remark about being unable to pass it, then walk right through it immediately.
If you trigger this by accident, just hit Alt-F4 before someone kills you. This will let you restart the day. It's cheating, but this is pretty clearly a case of unintended behavior and you shouldn't have to die or be forced to murder for it.
Interesting theory. I've noticed that this tends to happen more on follow-up visits myself, so there may be something to this. I'll see if it improves things for me.
I wouldnt mind if every time they see you they aggro but it just isnt the case.
