How much fuel did you have in the heater? Having just one fuel in there will not keep it very warm.

Most of the time, you will need atleast two tier 1 heaters with max fuel in each to keep it fully warm during winter.

You need more heaters. All because you have one teir 2 heater doesn't mean anything.

At one point I had two heaters and it was just barely getting to 15.

Never ever need a tier 2 heater, much less two heaters. All you really need is to keep 6 fuel in the heater as often as you possibly can. One of your characters may get slightly sick but that's nothing a day in bed won't cure.

It's the timing you have to watch. Notice what time it is when you have to add fuel, you have to do it twice a day, afaik. So make sure you do it in the morning, but most important make sure you have it loaded before night. If you don't know what the timer is, at 6pm (for me the best time, 6am and 6pm) add one fuel. This way,you reset timer and you can pay attention when it drops and needs more.
