How to make it? What I need to upgrade?

Upgrade metal bench thingy.

To make bullets you will need to upgrade the metal workbench. I believe it needs to be level 3. Then you use empty casings, gunpowder, and components to craft bullets. Since you need a Mixer to make the metal bench level 3, that means you also need a level crafting station.

It does indeed require Level 3 Metal Workshop (and, as allenr316 says, therefore a Level 3 Workshop as well). You'll need 4 electrical parts to make the mixer and another 4 electrical parts to make the Level 3 Metal Workshop, in addition to a whole lotta materials, wood and mechanical parts. Then, in order to make ammo, you'll need to have gunpowder and shell casings. 1 gunpowder + 1 shell casing makes 1 ammo.

To be honest I find it easier to scavenge for ammo or trade for it. Franko usually has some on him, or you can get it from the Garage or the Military Outpost.

Bullets are one of the things along with water, filters and fuel that are worth trading for simply because traders give them very low value compared to how expensive they are for you to make. I try to put off making level 3 metal bench because its extremely expensive and you can acquire anything it requires other ways cheaper.

Are you kidding? I can't buy more than 4 bullets in exchange for an assault rifle. No point in buying/trading for them. Just find them or infiltrate the base. PS- no one makes bullets. The game gives the player plenty when scavenging.

Don't remember which trader I used but I found one that only gave it "it's quite common to be honest" trade value. It's possible that trader didn't give high value to guns.
