You need coffee and water. Im not sure but Id assume youd also need to have a stove.. but, who doesnt..

This is not like Homegrown Tobacco, where you can grow your own herbs in the Herbal Workshop to make a roll-up Cigarette. Coffee is buy or scavenge.

There is also one instance of coffee given as a reward for completing a quest.

Cigarette and Coffee consume each day automatic. Only need it to be in your shelter.

They might smash it into dust, then put it in hot water. I seen my character drinking it quite a lot of time. They pour it out from the bottle.
