The whole point of the game is that as a civilian your just trying to exist and survive. When your cold and starving why would you care about what side is gaining ground orwhich side has the most just cause. Honestly, when given the option of tuning the radio to find out whats going on with the war, all I'm interested in is seeing which location might be safe.
Then I just turn the dial back to classical music to forget about the family I stole from the previous night.
The game takes place in a fictional city named Pogoren and doesn't offer any more details, so it isn't during any particular historical war.
The theme is survival in a bleak situation, not on the politics of the war, so you don't find out much more about what is going on. You're just playing civilians trying to survive - you're not soldiers or fighters, just survivors. To them it doesn't matter who is right or wrong, or even what the war is about. What matters is that every building in the city is ruined, food and supplies are running low, and there's no way out of the city. What matters is the kids who show up who need medicine, or the mechanic who needs food, none of which you can really afford to spare...
But it is basically exactly parallel to the Siege of Sarajevo, just like Liberty City in GTA is basically New York City. Sniper Junction = Sniper Alley, etc. The Eastern European names, guns, the styles of the apartment buildings, the fact that it's a modern siege all make it quite obvious.
