Killing the bandits who are holding people hostage at the hotel on the other hand cheers everyone up and they can't stop talking about how Roman is a hero for killing them.
Killing the soldiers at the top of the construction site results in no reaction at all.
Kiling the hostile woman with the shotgun at the two houses place results in no reaction at all from the people back at the shelter even though the other women then all gather around the dead shotgun woman and start crying.
So it's not a straight bandit vs non bandit dichotomy, or killing people who do bad things. Seems a bit random actually.
