)Talking. If a person is more than sad - depressed or broken, a simple talking can actually help.
)Radio. In case you totally ignored it - build a radio and tune it to play some classic music during the day. Repeat every day, it works slowly, but it works.
)Guitar. Find a broken guitar anywhere, place it at your house and send someone play it during the day. If you have Zlata (a character with "Boosting Spirits" trait) - she is a musician an will play a lot better.
)Zlata. She's not only a good guitar player, she's also a fan of cheering any sad guy she can see. This doubles her usefulness.
)Smoking\Coffee. If your character loves something of that - having some at your home will definitely help to raise your spirits.
)Alchohol. Despite the fact that you can use it for making meds (thus drinking it will be a huge waste) - its actually help too a little.
)Good deeds. Killing bandits\marauders\snipers on missions or saving innocents from these shady ♥♥♥♥♥♥♥♥ will help a lot. Sometimes people (and even children) will knock your door and ask for help, helping them will net you some positive morale for sure, probably the largest and instant boost at all.
