It's "game balancing". Even with 10 pack slots it's easy to end game once you grasp game mechanics. 30-36 slots would just be OP. You could basically clean whole locations in one go. Where's the challenge in that?
He is right once you have some good knowledge of game mechanics 10 slots for a bag is still very useful. Anything above the 17 slots offered by Boris becomes to simple and kinda ruins the experience.

Edit - Wont spoil much. It is a bag in game in one of the areas during scavenging. You have to hover mouse over what appears to be a bag on the ground and a pick up icon will appear. Once the sack is in inventory all slots open. Its like a weapon as you have to carry it with you on a run to get all slots open.

where is this bag? I've been playing my first good game and I have 3 characters that have 10 slots and Marko, but marko just died today ;-; It was my first compatible and I ♥♥♥♥♥♥ up and I'm at day 35 so I rlly dont wanna start over :(
