Super market one can play out better if Ramon takes him down or if your lucky and a shovel hit makes him fall down and plea for his life. Remember most the survivors want nothing to do with the war. So this means if they are put in a spot to kill another they will not just automatically follow through. Thus the weird controls when fighting an aware target. Just imagine a scared shovel wielding civilian up against a fully armored soldier holding a gun. Fight or flight runs through ones mind and thus the hesitation. I personally like how it forces you to keep on your target if you fail to one hit them.
Edit - It's always a good practice to shut doors behind you and jump into a stealth spot. If they see you hide you will be shot. Try and plan out a route then execute it. The click and hide does happen but that's a result from left and right mouse clicking that confuses the action. It's best to click a few times on stealth location to fully move.
Someone posted here on forums a little trick regarding that. Switch quickly from combat mode to scavange (combat again), so you can hide again. However I never tried it myself.
But yeah combat is a bit clunky until you grasp it. I would say that along "stealth" kills from shadow places, it's also important to learn enemie routes. Once you learn them it should be easy to pick them one by one. Another "trick" you could use, if you find yourself in danger is luring enemies to climb up ladders. You just wait them on top and shoot them.
I would also say avoid "open" melee combat (including kills from behind) with all characters except Roman. It's really more like "turn based" system involving too much "RNG" with others who are not so crafty with melee combat.
