What does the shady "break into abandon house" guy do?
I always reject him when he comes around. His demeaner is way too shady. I mean, cigar? Classic cartoon bad guy. However, I am always curious about the rewards and consequences. So, does anyone actually accept his offer to break into abandon houses? I imagine he is probably organizing some sort of robber gang. Let me know if I am not too far off!

I was almost certain, the first time I had this encounter, that my survivor would be murdered if they went with him. Maybe this game has just made me a little wary of others :3

Where did you encounter him? I have yet to find this encounter sure sounds fun to see what happens though.

I assume this is a "send a character off for a day, get some sort of loot reward" but with no morale buff for aiding him?

The first time he asks you to rob an abandoned house for small rewards. Accepting nets you some items. Refusing does nothing.
The second time he asks you to rob a wealthy family's house. Accepting yields some valuable stuff(i.e. food), refusing gives a morale boost with some characters for "doing the right thing". The third time he asks you to raid, iirc, an emergency-aid depot. Accepting yields even better rewards + a morale DECREASE. Refusing yields a morale boost.

So, if you get him: Accepting the first offer is a-okay, nothing bad happens. The second visit, iirc, doesn't have negative repercussions if you accept, but refusing gives a nice morale boost which can be useful. The third time should generally be refused unless you're desperate for first aid supplies.
