The second time he asks you to rob a wealthy family's house. Accepting yields some valuable stuff(i.e. food), refusing gives a morale boost with some characters for "doing the right thing". The third time he asks you to raid, iirc, an emergency-aid depot. Accepting yields even better rewards + a morale DECREASE. Refusing yields a morale boost.
So, if you get him: Accepting the first offer is a-okay, nothing bad happens. The second visit, iirc, doesn't have negative repercussions if you accept, but refusing gives a nice morale boost which can be useful. The third time should generally be refused unless you're desperate for first aid supplies.
