Any tips for the Construction Sight?
I'm running low on everything, so the Construction Sight is my last option. But, I know there are at least 2 snipers there, and I'd rather not die. Does anyone know a plan of attack?

The easiest way to deal with the two snipers is to simply ignore them. Scavenge what you can on the way up to where they are and then simply slowly walk back the way you came. They will be gone for good after your first visit.

You're welcome and yup. I don't know why they would leave but it does make the area much simpler if you are going for a passive game.

I know you've said you're low on supplies (so I take it you don't have much ammo or even a gun) but if you can you could kill the 2 soldiers and take their their weapons and ammo (1 of them of course have a sniper rifle, my favourite weapon :P). I've thought up a couple ways to do this.

1) The first one is a bit risky (and I've never tried this out yet) but while they're on the right hand side busy sniping, sneak up to them with a knife and backstab 1 of them (kill the one not sniping which have an assault rifle) . The other soldier should notice and will try to fight back but you should be able to kill him eventually by stabbing him.

2) The second strategy requires either an assault rifle with a lot of bullets (I'd say about 20) or a shotgun with a decent amount of bullets (about 10). While they're busy sniping on the right side (I find the right side easier than the left) sneak up behind them (take cover if possible) and just keep firing your weapon at them. They should be surprised and also struggling as you're shooting them and shouldn't be able to fight back (I've tried this with an assault rifle and it works)

Seems you've already got a solution, and I imagine you've already gone through with it. It's interesting to note that as far as I know, this is (currently) the only way to obtain the scoped rifle in any playthrough. Passing it up means you won't be able to obtain it.

If you plan on taking them down, it depends on what you've got available and who you're working with. If Roman's on your crew, then that makes this simple. If you have a shotgun or an assault rifle (preferable) available, even simpler. Locate an area where you'd like to take cover, and ensure you'll have a straight shot at where they will approach from. Get to the floor right beneath them, make enough noise to draw their attention, get to your cover location and BE PATIENT. Take the shots when the reticle is orange, Roman will usually take them in a single burst for each soldier. He's one tough dude.

In the absence of guns, the above strategy still applies, but you'll need to sneak up and bust open a door that prevents you from reaching a hiding location, if I remember correctly. Make noise, but give yourself enough room to get to your hiding location before they arrive. Take advantage of the initial stealth attack and hope for the best. Rinse and repeat if you manage to split them up.

tl;dr: Come back after they leave, like Clockwerk suggested. Sometimes, I think I just like seeing myself type. I should stay away from the keyboard late at night.

Taking out the snipers is actually really easy, all you need is a crowbar. Look here

I'm curious as to how to get down in the flooded basement area of the construction site, I noticed a barred door and a lootable object down there at the base of the elevator shaft. No clue how to get down there though.

The first time you visit the site that area will not be accessible. The second time you visit it will be accessible. Make sure to bring a sawblade with.

The Construction Site can take three or four trips to clear out completely, as it's so large and there are so mnay things blocking the way (you'll certainly need one sawblade, or two in one of the versions, plus a crowbar and possibly a shovel, although I find you can manage without the shovel). There's a lot of good stuff there, plenty of food and meds. Surprisingly few electrical parts, given it's a construction site, but *shrug*.

I always clear construction site with just a knife (as most other places), you just walk up until you are on the same height level as them and go in the hiding spot. LEAVE THE DOOR OPEN! when they go to the right side they will notice the door is open and close it, kill the assault rifle guy and then just knife hit the scoped rifle guy until he is dead. (the assault rifle guy should always be the second guy)
