Yes, very much so. It has to happen to receive the gun's full potential.
The garage also has lots of weapons and only one enemy that can kill you. but he is friendly at first.
The snipers at the construction site, and the military outpost as DMind said, are the best places to go for weapons if you don't get the soldier at the supermarket.
I defiantly agree there. I’ve found the Construction Site easier then the Supermarket, myself.
Construction Site-Easy Take Down
The fastest maybe not the easiest is the military base. Wait for the trader to say excuse me then sneak up the ladder stealth kill the soldier (tea-bagging optional) loot then the rest is up to you. Guaranteed fastest.
You can kill the 4 guys in the first half without too much problems (I really don't mean to advetise here XP), if you look at this Let's Play where I kill them using Boris (I was also able to to do this with Pavle although he can't 1 hit backstab kill a soldier and requires more struggling)

I messed up a bit trying to kill the second guy (he wasn't supposed to see me and I could sneak up to him and backstab him) but everything still worked out fine :P
If it’s the construction site spy scenario, then all you have to do is hide and do nothing, the dead spy has a gun on him. Of course I alway try to get the guns from the soilders also.

My way to eliminate the three scavengers probably isn't the most ideal or efficient. Often I don't even bother bringing a knife just stick with the shovel. I run ahead and grab whatever food related stuff I can find while I wait until the guy who seems to be the leader returns to the main level, should have one guy upstairs scavenging and one downstairs. Wait for him to hit the first pile just inside the entrance and then either get a lucky one hit or just keep whalloping him with the shovel till hes dead. So far in four games doing this I have not alerted either of the two other scavengers. Then I go up and do the same to the guy on the upper level. This does alert the guy downstairs which is handy since he comes running up but takes long enough to get into a hide spot...then just wait to backstab from the shadows.
I did get Roman killed a few times when I rushed upstairs first and took out the guy that goes there first. I needed to wait longer to make sure the two others went downstairs before I attacked.
I used to always just let them scavenge but I got tired of them taking stuff I feel belongs to me hah. Now I am replaying the Roman/Emilia scenario over and over to come up with a better strategy to take those guys out since the supermarket is available on day 2 for that one and so far it has always had the scavengers instead of the soldier.
