[Spoiler][FE] Does Herbal Meds work?

I'm playing Fading Embers.

I exchanged some of my valuable things for Herbal Meds just for the stranger, and it's confusing that there is no option for using Herbal Meds on him.

Is it a bug? Or does he need a special type of medicine which will only be available later?

If the answer is the latter, please let me know and I'll let the story to do the job.

I have found that the answer is the latter. The medicine is not any special type though.
