sorry this is just an assumption.
I thought that she was able to give the children less meds, though I can see why that wouldn't make sense, since loving children does change how effective medicine is.
I believe what she gives you is a huge mood boost to the household when you help the children that come around. Great if they happen to come around right as all your characters sink into depression, but pretty much useless otherwise.
To me she seems more like one of those people that you carry through these tough situations. Kind of realistic, I guess, but not much fun for gameplay.
She doesn't reduce what the kids ask for, she's just more affected by the result of helping/not helping the kids. If you don't help them, she takes a bigger morale hit then everyone else. If you do help them, she gets more happy feels then the rest. Since most survivors get content off helping kids, unless they really don't care, her 'skill' is more like a trap then a helpful thing. Since Content is max, unless she's sad, getting 'more' happy feels from it doens't help that much on her. that's my experience anyways.

You seemed worried about her dying, but here is the trick-
Don't worry.
You know what I do? I try to have her gaurd as much as possible so if she dies it's one less mouth to feed.
Sigh. if only this game had canniblism.
