Spoilers - How many times does Karel return?

I went to the port and there was a gentleman there, I did not get close since the screen advised caution and I thought that may be a soldier. Turns out after checking online that it was a fellow named Karel, and he came at my door after some days with a potentially useful deal.

I did not have what he wanted so I told him to come back, but I have no jewels - I sold all I found for wood and such. Will he come back repeatedly or is this the last chance?
