Report a translation problem
And it is a little bit irritating, that this issue is known for min. 2 weeks now (dig a little in the plenty discussions to display/resolution related problems) and no solution to this problem in sight. So i really have some worries to get other games from this source like FrostPunk

Not the desktop shortcut
Ok
1.Go to your steam library
2. right click and select properties
3. Click the browse game files
its there where the exe is probably down below the list, named "This war of mine"
Then follow the instructions.
Because i am using AMD, i activate super resolution, and changed my main display resolution to 4k (previously it was 1080p), i believe for NVIDIA also have similar feature that can extend your resolution above your native display.
After that, i run the game, quickly change the resolution ingame to 1080p, applied the settings and exit.
I reverted my display resolution back to the original 1080p.
I run the game again, and the problem was gone.
Hope it helps for other people in the future who have this same problem.
