As for the NPC dialogues that occur at scavenge locations, these are a bit more relevant because they provide clues as to their intentions (good or bad)..
I agree they are easy to miss, there is almost no time to stop, zoom in and read them anyway (there's scavenging & sneaking to do, and the clock is ticking). It's more an issue with font scaling than anything else..
But it kinda adds to the drama, not knowing what kind of situation the location presents. It adds an element of reconnaissance..
You can get a sense of what they are saying in your first couple of visits. Over the course of several playthroughs (and several visits to that location) the full story of a location becomes clearer.
Whenever I felt like I was missing various bits of info regarding NPC dialogues at locations, I would just consult the wiki (or a guide) to get a more in-depth description of what is going on at the location.
I haven't played the stories DLC's, but I imagine a log would be useful in those.
