If you're playing the story line, I don't think so. All conditions are already fixed.
If you find it annoying, you may first try to play under "write my own story".
You can set all the conditions you like. (weather length, crime rate etc)
Play some games with all the conditions set to easy. Get use to the game first before you start to play the story line. (story line is hard)

It might be enjoyable for those who like more sandboxy games without any specific goals.
I mean, it's not organized crime so it wouldn't make sense to have like a crime syndicate or mafia boss you can take down and prevent the wave of crime from occuring. Though I'd totally play a spin-off game/mod in TWoM's world where you play a vigilante, protecting the war-torn city of Pogoren from crime.
My food supply is pretty crazy since I lucked out on enough stuff to build two cages like day 2 and two gardens couple days later. I missed my opportunity to kill the sniper sadly since I had nothing to kill them with. I'd love to see what kind of loot I would of gotten.
