char says that has a sawblade but he doesnt

there are some bars that can be cut with a sawblade and when I click them, the characters said that he has a sawblade to cut them but I dont have any sawblade in the inventory

When i don't want to make several trips ridden with tools - i just look it up in the guide :) To know how many sawblades do i need, lockpicks/crowbar, shovel.
I wish it could be used several times, at least 3, meh.

Lockpicks are trading fodder. :o Shovel also

I tend to not visit the same place b2b, works very well to get ahead. Revisit in the late game when you have everything decent

This is a legit but very minor bug. Characters will make a statement they have the item they need (lockpick, crowbar, saw) when they don't. As a new player, it confused me at first and I thought I was doing something wrong.
I'd say try to visit a place for the first time with a crowbar or lockpicks, shovel, and saw blade (2 is best) so that you can spend the time needed to reach certain areas. This saves time for future visits.
Or
Grab all you can the first time and note what you need for the second time.
Try not to mix both. You'll end up bringing tools that use up bag space.
