Trying to document reliable jewelry locations:

Looted gas station (5)? Read note need saw blade

Central square (3). Need shovel sneak into house containers under statue.

Sniper Junction (5) help man get baby

Airport (2) upstairs in 2 soldiers area, I always kill the soldiers.

Other locations seem to be a rng and sometimes comes up broken toy.

Any other RELIABLE locations?

You pretty much listed all of them. I did make a workshop mod that allows some traders to sell jewelry.
