Doesn't answer your questions so I appologise but I thought I should definately drop that info down if you're thinking if the PC version is worth getting.
Even though it doesn't answer my pc vs. ps4 questions, I wanted to thank you for your comment nontheless! Great to know, that keyboard and mouse is actually better than controller, as I would honestly have thought it the other way around.
Still gonna wait for a repsonse regarding the content on each version, as I want all of the dlc and extra content if I am to purchase the game a second time.

3. A) It adds another achievement to the game that you can get as soon as you fire up the game as gratitude for buying the game. I can't give you any information on B) though, but the War Child DLC is really just there if you wanna donate some money to the War Child organization, which you could technically also do in real life, so there's no real need for it.

It seems that the PC version does hold water, but I am still a bit sad that it doesn't have everything (the Apartment shelter) which is my favorite home location.
But then again, there have been rumors about a new DLC/update coming up, so maybe that one could bring the apartment over to the PC. :)
It is rather odd indeed. But true, better fps, and as Omaeka said, the keyboard and mouse which is better for this title, along with the extra stuff + the option to mod, is more than a fair trade-off of the PC version not having the Apartment shelter. It's also too cheap on steam now not to pass :-D
I did hear some rumors about some potential upcoming new dlc, so here's hoping!
