Nobody found in the Construction Site

I visited that site twice. For the first time, I came across two snipers but I was too scared to kill so I ran back home. When I finally decided to go again, I found nobody there. Nobody appeared during my loot the entire night. Is it the ambushed soldiers scenario? Where are those people?

*I think everyone already knows this but don't run quickly passing the armed guy in the right building of the church. He said "♥♥♥♥♥, die" and killed my dear Emilia.
*Update. There is another lesson that everyone already knows: Katia cannot backstab with a crowbar. Killed by a soldier in Ruined Villa.

In both scenarios for the construction site, you'll never find anyone at the construction site from your second visit onwards - the site will be completely safe to loot & the underground will have been made available. That's just how it is :)

Don't think you should worry about it; I think very few of us tried to kill the snipers the first time around (since they are very well armed and very dangerous indeed - and our survivor on the spot may not be). In later playthrough, though... ;) .

I watched a tutorial and it seemed so simple. But when my Roman went up on the tower, I was so freaked out and ran away. I know it's actually not that easy to be spotted but the map makes me think so. Those snipers can just look down the scaffolds and kill me in one second.

The first time playing is hard not because the scenario is but due to unfamiliarity. Once you know where to hide and the timings of the snipers' patrol routes, any character with a knife can easily ambush one at a time from hiding.

Taking out the snipers is also great because you get rewarded with a sniperscope rifle as others mentioned. To be exact, it has both the range of a rifle and the power of a shotgun. The best weapon you can get as long as you have ammo.

Thank you for sharing! My skill is still awful and I took a shotgun with me. Lucky, I killed both of them but one fell down the scaffolds and lay on somewhere in the middle. I didn't know how to get there the first time and when I got there the second time, his body disappeared. That's how I lost one of the sniperscope rifle.

Only one of them carries a scoped rifle (the sniper), the other is just a spotter with a regular assault rifle.
