i5 with a limited video card and limited memory RAM, NO you manage nothing easily, you get what you paid for that's it

Haha, good for you mate. However, i would like to put light upon some points for your ignorant as*:
1. I never claimed my specs were the best.
2. I've played games like MGSV on 50FPS, Tomb Raider on 50FPS- all of which were on high settings. So my estimation for this game to run on 60 FPS originated from there.
3. Don't flaunt me your wealth *There 144 fps all the time. I get what I paid for*, cause i don't know you and clearly don't give a flying f*ck :)
4. Nex time, if you decide to bring your arrogant self on the discussion page, a simple - 'Sorry, your specs won't be able to handle it'- would've suffice.
5. You look stupid putting up your specs on your profile. What a wanker xDD

-> You are using a notebook.
Those often lower their performance / park their cores to save energy or prevent the laptop from getting too hot, not to mention that a lot of older notebooks (like yours seems to be) are have very unstable performance during gaming in general.
It might very well be an Nvidia settings issue (e.g. max frames set to 31), or you possibly set the frame rate to half in the menu (for some reason it automatically happens when set this game from fullscreen to window) BUT it might very well be your computer.
The "should easily get 60+ fps" isn't that easy with your hardware as you might think.
Turn it off and you wont have 60, but you'll have more than 30.
you can turn off vsync at your grapichs card settings, go to nvidia control panel > manage 3d settings > program settings, find the game you want to config or add it if it isnt listed and turn off vsync
hope you got it fixed.
Additional info:
V-Sync usually caps fps at 60 fps, but only if you have a safe higher margin of some fps.
If your system detect that you cannot keep 60 fps, even if the lowest drop is to 55-58, it caps at 30 fps because its "safe" to keep 30 fps all the time
P.S Vsync in catalyst turned off

Everything the program does can be done by yourself. In most cases the program will make your frames drop even lower.
If you say anything about them... They will ban you from commenting.
If you wanna find out more about them. Look them up on Youtube and search for reviews.
Many people go for a refund.
I have reported their page on steam, so i hope steam will sort their scamming actions out.
I later get to know he was an assistant developer of the game and was truely a pain in the butt.. i had to block him in order to be free of his constant nagging about 'why i should buy the game'
I'm glad i didn't give in. Why didn't you refund though??
