[Spoilers] Mystery of the cover guy solved
It's beard. In the official artwork, you can't really tell if it's Evan or Beard since they look like they wear similar attire, BUT I stumbled across a logoless artwork of the game cover, revealing a crucial piece of evidence that does indeed link the cover to Beard.

As you can see, our guy over here is rocking a military jacket, and Evan never served in the military, so the only person who fits the bill is Beard. Can't make out what his dogtag says, looks like just random words.

This was confirmed like, before the game even came out. That's not even a spoiler, since it's not a "secret". And the entire cover is a reference to something that happens towards the end of the game (which IS a spoiler).

I remembered there was a discussion where a couple people couldn't find out who the cover dude was, so I thought I'd post who it was. I also remember reading the cover is the last thing beard sees, which is a pretty cool theory.

I know, I mean the cover doesn't mean it's him at the nuke. But if it's ture, that's pretty cool, hiding that kind of thing under our nose like the viynl cover hinting the last level with the son

It IS him being killed by the nuke. That's literally the only thing it could be. Beard being burned in what appears to be an explosion, his glasses are broken (shockwaves from explosions easily shatter high grade glass), he looks shocked. That's not relevant to anything else that happens in the game.

I think the most interesting thing there is the dog tags, honestly. "Prillan Raketuatan" - is that a reference to someone? Is it even a real name?

Nah, his name is Niklas Åkerblad. Doubt it's a reference to anything, since this post is literally the eighth Google search result, and every single one before (and every one I saw afterwards) was in reference to Hotline Miami.
