I feel this was the one really significant flaw in the game development.
the combat scenarios were often terrible, but I don't really count that against this game, since it plays more like an adventure game than an RPG hack and slash.
but yeah... for something that is esentially behind EVERYTHING in the main plot, it felt distinctly... lacking in game.
Many dialogs give 2 tides though, but the general principal holds true.
Tide specific items would be pretty nice, though!
I guess they just cut a lot of the content because right now you can't see what Tide is dominant in an NPC:
