Body armor doesn't stop headshots.
Armored Helmets though do.

can we atleast get rockstar to disable aimbot for NPCs
Use cover. NPC have reduced accuracy when you are behind cover. I know that sounds stupid but when you are activly using cover npcs take a hit to there accuracy so its harder for them to hit you even when you are activly shooting from cover.
to be honest, you're perfectly right there - their aiming is just ridiculous - sniper rifle, night, behind cover and they can still hit me like a true boss
The fact that body armor is hidden behind the XP grind wall also makes me question Rockstar's logic on the subject, on top of that until you reach 40 or 50 you can only hold the 1 kevlar vest on your person with maybe a single back up. While other higher levels get far more again it furthers the gap between new player and player who has grinded to max level there is no middle point. I have check the AI mostly aims for center mass which SHOULD be absorbed by the kevlar vest but I have checked and it takes a whole 3 pistol rounds before the armor is blown off. I really do not remember armor being such a pointless item in any GTA title in the past so this sudden change really has me scratching my head wondering “what they were thinking!” The 3 shot and gone test was with Super Heavy Body armor, for $500, lighter armor lasts even less, again just serving to show that Rockstar really messed with the overall balance of the game.
On the other hand THEIR body armor is extremely effective, including the kevlar helmets that some of the NPCs wear. In fact their body armor fits what ours Should be, either that or it needs to be much like ours, this artificial difficulty is quite a cheap way of causing the player more problems then not.
And like Hawk said. Shotting some guy with amor is annoying as hell, you can use multiple magazines to kill one guy if it isn't a headshot. Theeen, doing body shots with a sniper rifle, they get up instantly. However, a pistol to the chest takes them a few weeks.
I was doing a Gang War, and a gang member LITERALLY spawned 10 feet from me, practically killed me there.
