i think the majority of the issues with the game are as they always are for most games ,, user related .
i understand pc gaming , and i know hardware , i'm not trying to run the game on a laptop with unsupported hardware as many here are .
it's easy to blame a memory leak for poor performance . it takes the individual's responsibility out of the picture .
For this issue being an over heating issue and some kind of thermal throttle, that was my first guess, and I already tested all the way, like a lot of others. It really doesn't seems to be the problem, as my CPU is in totaly normal temperatures while playing, and with all thermal trottle disabled via BIOS. I also bought and puted thermal paste, and cleaned my computer as well as even accelerating the CPU fan to test. No effect at all.
I repeat once again : It is not a crashing issue, nor a FPS drop. It is stuttering. Hicups. Call it as you want, but I really, really don't think it comes from the rig.
That's mighty interesting ! Where you experiencing stuttering, or just FPS drop ? I have Windows 8 for myself, wonder if re-installing's gonna work...

You're allowed to doubt and criticize or opinions, mate. But try not to be condescendant. A lot of people experiencing this issue probably have better rigs than yours. There's always better than yourself.

there are more than one game engine , they all act and require different things ,
the os is only as stable as the install and how it's maintained . crashes , frequent freezes , incorrectly installed / uninstalled hardware and software all can contribute to the instability of a os .
turning on and off a computer correctly affects how it will perform and how stable / reliable it is .
having a too full drive degrades performance . a bad power supply , the list is endless .
i think the problem your speaking of here is user related , a poor computer setup , and a misconfigured game

Download and extract, paste and overwrite those two files into Documents/Rockstar Games/Gta V/profiles. Just in case make a backup of your own.
Booted the game, didn't change any settings, went straight for the mission. WORKED FOR ME, game didn't crash when switching to Michael!
