Just like they restricted a whole lot more as well. For example access to most of your military vehicles, access to your aircraft, etc.

Yah, that's definitely R* in a nutshell and proof that they don't plan anything with regards to gameplay. tbh I don't think R* realizes yet what good gameplay actually is (based on the latest missions which "simply" feature endlessly spawning enemies).
Same with the (rather expensive!) drone station in the arcae. I love drones (and nano-drones) and tried to use 'm everywhere. At one point you could even use these during contact missions but they removed that. These days you can barely use 'm anywhere, also making the whole thing pretty obsolete. There goes my purchase value...
Now, I can somewhat understand that they removed 'm from contact missions because it was utterly stupid. You could zap one hostile after the other and all the others would just continue standing there as if nothing happened :P
