Playing together can be done in free-roam by just 'doing' stuff. Of one of you sets themselves to be a CEO or MC President after which they can invite the other to join; this is mostly useful for missions though.
I suppose it heavily depends on what you'd like to do.

They are lot of things you can do with 2 players. I did most of them solo on hard. It's doable.
