If you have the money to get an agency it's a great place to start personally. It's a home/armory/garage/spawn + you get missions you can do from it which a lot of them are pretty easy to do. The Dr Dre basically functions like a Solo Heist. Plus it comes with a Helicopter you can spawn from the roof top.
Over all a great investment personally. It also gets a passive income from a wall safe but the amount you earn is based on how many contracts you do.
Anyway... yes, you can do most missions solo but not all of 'm. Heists for example are locked into either 4 players (old-gen heists) or 2 (Facility / doomsday heist, Arcade / casino heist). But there's plenty which you can do.
Autoshop has contract missions which you can do solo, Agency missions, including the Dr. Dre contract, can be fully done solo. Once you got a Casino penthouse you can do the casino "mini heist" (missions to help safe the casino) but I strongly recommend to postpone on those until you're... I dunno, above level 100 - 120 or so. Those missions are rough if you're both new & solo.
And then of course... other freeroam stuff.
Where to start? That heavily depends on personal preference I think but....
Contact missions => No, you won't earn a lot of money quickly this way but you will get a good feel for the game, the fire fights, the (often flawed!) strategy which the AI is using and most of all: you'll gain plenty of RP which can help you level up. Just play the prologue, give Simeon or Gerald a call, see what happens.
OR: pauze menu => online => play jobs => R* created => missions.
Freeroam missions => you'll begin with a CEO office & MC clubhouse. Both will provide you with missions which you can do. CEO missions can be started using your context menu while in freeroam. Good starters IMO: sightseer, hostile takeover (careful!) and... the one where you need to kill a group of hostiles. forgot the name :/ MC missions can only be started from the clubhouse. Some can be rough, but IMO very worth doing; plenty of fun here.
And of course... maybe also do some stealing missions to get supplies for your MC business and/or bunker? I wouldn't bother with trying to sell MC stuff because those missions are tedious as heck, instead: sell your weed, meth & coke to street dealers.
Remember: bunker (and most other businesses!) will only become profitable once you upgraded both the personel & machinery. Then you can just buy supplies, let 'm run out and sell that. CAREFUL: don't upgrade the bunker in paleto bay, you don't want to stay there and if you move then you'll loose your upgrades. Don't waste your money on this.
And from there on... you'll have to make choices.. Maybe get a special cargo warehouse? Maybe get a vehicle warehouse... or maybe one of the modern things like the agency, auto shop, etc....
Hope this can give you some ideas!
Oh... one last thing: don't bother with "public online"... if you're gonna play GTAO then I highly recommend that you stay in private or friends-private lobbies; don't play in open lobbies because it's a cheater / hacker fest out there.
