If the key was not redeemed by you, someone may have stolen your CD key. For Steam, you need to buy the game from a different account, and if you wish, copy the CD key on Steam, log into your main account, and redeem the key on the linked SC account.
A bit of explanation of how the DRM works:
Steam account with license + Social Club account linked to it with Steam GTAV license = working game.
Special emphasis on "Steam GTAV license key for Social Club". The origin of the key doesn't matter, as long as you redeem that key and link the valid account to the Steam account you bought the game on, the game will work.

I got the same problem, i have access on my code but its say's that it's allready in use. I have to say that i use the same steam account and same email adress. I want my access back, i have payed good money for this game so i want to enjoy it... Please help me, i can provide any evidence, event the payment i've made for it.

Hi, I don't need no evidence from you hahha I can understand.
This post is quite old and I don't really remember how I did to solve it.
But I know this must work: you wanna buy another copy of GTAV from another steam account (if you don't have, just create one), redeem the code of that new copy on this problematic account you have now. After you redeem, request for a refund for the newly bought copy. I am NOT sure whether you will have your previously saved game progress back, but at least this is a work around that can make you launch the game.

I'm a little late but I just found this out by digging through the launcher files and thought it might still help some people.
Quit the launcher completely and go to "Documents\Rockstar Games\Launcher\*profile*\" and delete "profiletitles.dat".
When you open the launcher your game should hopefully be there. :)
