you could also simply use scripts to enable only certain animals during missions in specific location to work against the performance issue.

In GTA 5 cougars growl loud when about to attack and become red dots on map. Not to mention they are totally harmless while inside a vehicle and they are rare to be found, only in remote areas. If you get killed by one you deserved it, just like if you were killed by a player.
That's the thing, Rockstar Games is lazy. They clearly refuse to grasp on the better capabilities of newer consoles and higher-end PCs.
