if you buy the casino penthouse can you invite friends inside

Yups. But the penthouse is basically a basic area to which you can add modules. SO if you have the cheapest you may not have much stuff to do with your friends (but can still do the heists of course).

Note that you don't have to invite your friends to your penthouse, you could simply start the heist and invite 'm to the missions.

I just did a heist and got a ton of money but i already have the submarine is there anything better to get than the penthouse from what i saw the penthouse garage isn't worth it

Yeah, you can invite players to your Penthouse via the interaction menu (M), the same way you can to most properties in-game. Also, you need an Arcade to host the Casino heist. Penthouse only gets you access to some special story missions (pay isn't great) and doing little helper tasks for the casino. You really should be checking on these details using Google or YouTube or even the guides section here on Steam.

so I need the arcade and the penthouse not just the arcade?That's good to know I almost spent all that money and wouldnt' have beena ble to do it
