A next gen upgrade for PC will take longer to build and test than for consoles purely because of the myriad of different hardware possibilities that they have to account for.
AND, as ChickenBalls has pointed out GTA V was a console game first and foremost
The new contents will probably come to pc on next major update when no console pleb will have any rights to complain after the exclusivity they've been given.
They've made the content PS5/Xbox S exclusive as a gift with the E&E version, which brought next gen on par with the PC version (safe for ray tracing). We are getting the content eventually in the future, "pre-order" stuff was also exclusive and now everyone has access to the Khamelion, Hotknife and whatnot. Also Elegy RH8 was Social Club exclusive and now? You see the point I guess.
they brought mc sales up to speed with better payout on ps5 and it will be coming to pc in coming months

Meanwhile Elden Ring already got its framerate and framepacing fix even for Steamdeck...
