It's the fact they're doing it to the entire online service, not just the lobby. Every single online social club player is being targeted. That's the danger. If this is a modder, they managed to hijack the entire online service. That's dangerous.
I have no doubt they will build their Anticheat FIRST then build gta around it. GTA5 online was a huge experiment. They know what to do next time. Which will be sad for the modders that liked to give money and have fun with players, but if it means getting rid of ♥♥♥♥♥♥♥♥ like this, so be it. But im sure ppl will find a way to piss on the picnic. But hopefully RS has learned something other than the financial success of this test.
Especially with all the server files and such out there to run your own private server, if someone had the time and the willpower to sit and learn how it works...
I am certain someone has complete control over GTAO, and R* is completely silent on the matter because they have nothing to gain or lose.
In specific: outgoing port 6672/UDP. I usually enable the rule when I'm in the first menu (where you can chose between online or story mode).
