Can you use toreador as an approach vehicle in cayo perico heist? And can you store it in the submarine?

Sadly no but yes you can store it there. You can store the Stromberg there as well (not at the same time, but if you have that and can’t afford the toreador. That was my case, but I got lucky and won it on the wheel. It’s a fantastic car.)

You can only use the Kosatka, Annihilator Stealth, the new patrol boat and that huge airplane. That's it.

yea but why when you go to buy it, it says part of the cayo perico heist? It says that right above the pic of the car

Because that name is referring to the DLC, not the heist itself.
