Pavel makes it quite clear (on more than one occasion) that you cannot use any of your own equipment for the heist. Everything needs to be disposable so nothing can be traced back to you.
The "outfits" you are able to select on that heist are all disposable ones you obtained during the setups (usually they are in whatever approach vehicle you steal)

Indeed, I did pay attention to what has been said many times during the Heist, and, in fact, I know you need to get disposable equipment so there are no traces.
However, I cannot recall any Preparatorion Mission where you need to steal the Black Scuba Gear (or obtain it from certain Vehicle). My best best is that it is provided by the Fencer, and I think he/she would be able to provide different Scuba Gears to choose from. Maybe it doesn’t sound convincing, but bear in mind it’s a game in the first place, and if talking about GTA Online specifically, I seriously doubt it should make almost any sense.

And if you could select personalized gear then it could potentially be traced back to you.
It just wouldn't make any sense to allow it. The whole idea is to be generic and untraceable.

Personally I also don't see the need considering that you can already customize the scuba gear on the Kosatka.
