Epic did it and from what I heard (I never go there) they're now selling GTA 5 for more than on Steam. Yah, I'd rather skip the give-away nonsense and instead keep low prices.

While you are partially correct, there are free weekends, and for a couple games have been given away during weekends i.e. Age Of Wonders 3, Cortex Command, and Ultimate Epic Battle Simulator just to name a few. But these are done by Publishers and not steam.

Steam did plenty of giveaways and deep discounts, they just stopped doing it once they became a monopoly and didnt need too anymore.
