Of course... right now? Kuruma b/c it provides 100% bullet proof effect because of R* engineering.
Kuruma (normal version) - with the current update, R* made the mistake by making the normal Kuruma fully bullet proof, which means that every gun, even the minigun, when fired in the front, left, right or back windows, the bullets will not penetrate the windows even if you have all of the doors open! You are completely protected while inside the Kuruma. The only weakness for this vehicle are explosives, with just one, either sticky bombs, grenades, rockets, etc, the car will blow up killing you up right away. So, is this vehicle, at the current state, worth to buy? In my opinion, yes, R* will certainly fix the mistake they made but, until the release of the Expanded & Enhanced version of the game in 11th November, it will certainly help out on the many PvE missions that this game has. The car was introduced on the old Heists Update from PS3/Xbox 360 days and it only costs $95,000 which for today's GTA economy it's not that really expensive where, nowadays, you have multiple ways to earn thousands of money than when compared to 2014 when this update was released (at the time you could afford it, but it would take like 10% of your money in total).
Armored Kuruma - It's basically exactly the same as the current bugged normal Kuruma, except this vehicle has better performance/handling (they are close but armored Kuruma does it better) and when price compared, the armored Kuruma costs almost 4.5x more than the normal Kuruma, or in other means, $525,000. In my opinion, you could go for this vehicle but, at the moment, if you are still low level and/or doesn't have much cash, you should hold it for a bit while, until the normal Kuruma gets patched, then when that time comes you should consider to buy the armored Kuruma. Oh, and by the way, the armored Kuruma blows up from one explosive too.
Duke O'Death - this was one of the many vehicles granted for free for the many returning players like me (players that transfered their account progress from PS3/Xbox 360 to PS4/Xbox One/PC), this vehicle was not available in online when it was first introduced, it took a good couple of updates to make it available to buy it with in-game money, R* made it available on the Cunning Stunts: Special Vehicle Circuit Update. If you are not a returning player, the Duke O'Death will cost you $665,000, $140,000 more than the armored Kuruma. In a recent patch from like a week and X days ago, R* made another mistake/bug regarding the returning players free content which made new players or players that did not have the returning player status being awarded and accessible of the free content, so, in this case for you (i'm not sure), you should see on the Southern San Andreas Super Autos the free Duke O'Death as well the other vehicles too. Now, comparing these 2 armored vehicles, Duke O'Death and armored Kuruma, the Duke O'Death beats the armored Kuruma on both performance and durability with one explosive that it can take before blowing up on the second explosive. The only con of the Duke O'Death is that some of it is bullet proof and some not, you can take damage from both side and front driver window(s), on the back you are fairly protected.
Overall, right now, i would say the bugged normal Kuruma is the best but until the next update comes and the car gets patched, you should consider buying the armored Kuruma, as it was always the best vehicle for PvE and such.
If you want a car to do missions and heists with you'll want the Kuruma, if you are expecting rocket fire in a public lobby for example you'll probably want the Duke. The Kuruma isn't going to do much for you in a public lobby because one rocket kills it. The Duke allows you to be shot through the window but not that easily, you have to have the right angle.
All this said, neither are very expensive so just get them both and use them as you need them.
Character transfers are separate from returning player status.
While the former have been discontinued on March 6th 2017, the returning player status still works today by just linking an old PS3/XBox360 account that has been used to play at least the Prologue mission on the old-gen version of the game.
You don't even have to own the old consoles or game, someone else can do it for you (if you entrust them your account details).
