Explains why the juggernaut is buffed
R* is well known for their inconsistency. In some buildings you can't run fast, in others you can. In some buildings you can roll, in others you can't. In some missions you can wear a heavy combat vest that doesn't work in others. etc. etc. etc.
Do you have links to patch notes stating that this was a bug or is this just your opinion?

What's so hard to understand about that statement? If players are earning around 5 million per day doing Cayo solo you think they will go buy an overpriced shark card? What is it like 8 million for $100 plus a little bonus you gotta chase the support to get?
This heist has costed them a lot of money and they will continue to nerf it because the changes they are making very silently and slowly..aren't enough so far. I tested it yesterday and still earned around 4.5 million solo with the elite challenge.
Mark my words, more nerfs will come. Take advantage and stock up now.

Does it matter anyways how hard the heist can get? Doomsday heist was and still is the peak of difficulty out of every heist and mission in the game, and payout was still mediocre at best.
No matter which nefarious changes you predict, unless they straight reduce the payout from loot (which they obviously won't), CP will remain the best money maker in the game until an even better heist comes out.
And nobody really played it unless they took turns doing the Act II repeat glitch which ended up getting people's accounts "corrected". I haven't even purchased the facility this go around because it's not worth the trouble.
First of all you don't know if they will reduce the actual payout or not because you don't work there and they have done it plenty of times before. I'll give you one for example but there are 3 or 4 more you can look up for yourself.

Secondly let me explain to you how nerfing "payout" goes. I didn't think I had to explain such a simple concept to people but since you are the second one who doesn't get it..I guess I do.
Ever heard the saying "time is money"?
If I give you a job and offer you 3k per month with a 40 hour week and then increase those hours later to 45 hours a week without raising your pay....I reduced your overall payout per month. Every nerf that makes the heist take longer is a reduction in payout per hour. Every time you fail the mission losing your elite challenge due to this buff...is a reduction in payout.
Lastly, R* has already stated they don't like going back and revisiting old stuff so if they are constantly snooping around in Cayo even between updates like that 150 mb patch, it's because they are losing money because of it and are looking for ways to nerf it. Edit: Without sparking an outrage.
Edit 2. Not to mention they already DRASTICALLY nerfed the spawn rate of the pink diamond. I used to get it 2-3 times a day, now I've gotten it twice since the last update and I'm not the only one. We can talk about "bad luck" for the first week or two but now that argument isn't aging so well.
Do you people really think that R* games would drop a patch just to fix one juggernaut and his pathing? The same R* games that leaves other game breaking bugs in the game for more than 5-6 years? Did they fix the Kuruma? No. Did they fix the car delivery bug? No.
But that one juggernaut was so important that they dumped an extra emergency patch to fix him up all of a sudden.
