Yes you can. With premium you get some free stuff that you can buy anyway without it. For a full price not worth it.

Of course you can play online without the premium online edition. The only difference is you get this in the premium edition:

The online premium edition gives you a lot of extras online, and if you can afford it I highly recommend you get it because this will easily save you 1 month of grinding to try and get yourself started.

Thing is: everything in GTAO evolves around money, GTA$, and you can buy everything with that. From new cars to other DLC's. So if you want to get ahead you want to have a good option to earn money. Well... without the enterprise pack you start out with nothing so you'll have to work your way up, with the enterprise pack you get some starting options like a CEO office, a bunker, an MC clubhouse and a money factory.

It's not much but it will provide you with a good income.

One tip though: if you do buy this then don't upgrade your bunker. Every extra you buy for it will get lost once you buy another bunker, and trust me: you will eventually do that. The bunker (in Paleto bay) "works", but it's not exactly great.

It's not worth the extra money, as you will quickly hate their locations. If you have 1 or 2 friends already playing you can get the cash to buy better things in no-time. If you're playing alone it takes longer, but if ur not a d*ck online, it's easy to make friends there...
