Also, when you run the gtav exe's by themselves from the folder - you might be able to coax out different errors (since no logs/reports have been posted). Most importantly - c00007b's, missing .dll's like mfreadwrite or mfplat (install the correct media feature pack if you are on N/KN windows - more info in link - https://steamcommunity.com/app/271590/discussions/0/133257959064111257/#c133257959064130292 ), or various missing api-ms-win files (for these, I would try straight up uninstalling the R* launcher, and reinstall it - and when it asks, install straight into the gtav folder as a test).
